Step 1: Registration of your residence
In Austria, everyone has to register their (habitual) address.
How to do it
Within 3 working days after moving in, you have to hand in a form at the service center in Graz (provided you live in the City of Graz). The form has to be signed by you and your landlord.
As of 01.01.2024 one person per private household / apartment who is registered at the address as their main residence (Hauptwohnsitz) is required to pay a fee for public TV irrelevant of whether or not the service is used. Dorm placement are exempt from this fee. Persons registered with an address as secondary residence are also exempt. If you live in a private apartment check with your roommates how this is handled.

Additional registration for EU/EEA nationals
If you are an EU/EEA or Swiss national staying in Austria longer than 3 months, you have to complete an additional registration. It takes place at a different office than the residence registration.
How to do it
You have 4 months time to complete it after the registration of your residence.
